Applications to the ~ Sustainable Development Fund ~

The ~ Sustainable Development Fund ~ Grant Panel met for the first time in the afternoon of Friday 14th October 2005 to decide on a total of twelve applications for funding totalling £73,634, meaning the fund was oversubscribed at the outset.

Funding of £60,671 was allocated across eleven projects and one scheme was refused funding. A further meeting held in December allocated the remaining £5,000. The December Grant Panel was informed that a further £15,000 had been secured from Defra for use on schemes during the current financial year. The December Panel considered just one application and allocated £5000 toward the costs of developing sustainable management practises for the Ashmeadow woodland.

All the remaining money available to the SDF Fund for 2005/06, amounting to £19,900, was allocated across four schemes considered by the February Grant Panel.

Two schemes were also approved under the 2006/07 fund with a total of £12,550 funding, which was subject to confirmation of the renewed fund, received in late March. In total £85,571 of grant was allocated in the first year of the scheme and only 5% of the fund was used in running the Grant Scheme.

The Meeting held on 21st April approved 4 schemes and allocated a further £9,050 of the available £75,000. This left a total of £53,400 for the remainder of the financial year.

In June the panel had a considerable workload and considered 8 schemes. One was deferred and asked to resubmit in 2007 and another was to offered alternative funding through the Limestone Heritage Project following agreement with the Heritage Lottery Fund on eligibility. The Panel allocated a total of £37,263 during the meeting, leaving a total of £16,137 for distribution during the latter part of the financial year.

One of the June schemes was withdrawn after approval, which returned the total grant fund remaining for the rest of the year to £21,137.

The Panel meeting scheduled for July took place as an e-consultation as there was only one application to consider. A grant of £2,000 was allocated towards a feasibility study for the establishment of a Conservation Grazing Apprenticeship centred on the Morecambe Bay Limestone Grasslands.

The Panel met physically in October with two schemes to consider and a delegated scheme to review. A total of £8,600 was allocated and the £550 grant approved under the delegate fund scheme was confirmed.

The December Panel had three schemes to consider - two of which were late being submitted but the Panel wished to look at. There was also an approved delegated scheme to review. A total of almost £3,500 was allocated and the £650 grant approved under the delegate fund scheme was confirmed.

The February Panel e-meeting considered three applications and reviewed one delegated scheme. A total of £3,110 was allocated to two schemes and the £290 grant approved under the delegated fund scheme was confirmed. The decision to fund a £6,000 grant was deferred for further consideration and clarification of some points raised.

The final Grant Panel meeting of the 2006/07 Programme took place as scheduled on March 23rd. It was hoped to consider applications for the coming financial year, but due to the lack of confirmed funding for 2007/08 matters were deffered until the 13th April. The Panel therefore only considered the one outstanding application. They Panel approved a grant of £6,000. The decision spent the total possible grant fund remaining for 2006/07.

The first meeting in the 2007/08 Financial Year took place on 13th April. The Panel considered three applications and also considered the outcomes of the past financial year's programme. It was agreed to allocate £12,500 in principle to the one scheme while an application for £6,500 was deferred awaiting further claification on a number of matters. The funding is still subject to confirmation by Defra and Natural England and therefore all funding approvals are provisional.

A further meeting on 25th May, heard that the SDF grant fund had been confirmed by Natural England. The meeting reconsidered the applications for funding for the Bittern Bus and the DVD, which had been deferred in April. Three additional applications were also considered.

In July the Panel met to consider applications from Bill Grayson for the Morecambe Bay Conservation Grazing Apprenticeship scheme, the More Enterprise project - working with excluded Ethnic minority communities and the Silverdale School - Morecambe Bay Safety Leaflet project designed by schoolchildren were discussed. The More Enterprise scheme was declined following inconclusive negotiations with the proposers and the safety leaflet was allocated funding under the delegated fund scheme.

The final schemes for 07/08 consisted of three schemes: "Age before Beauty", working with Age Concern to provide accompanied and supported visits for elderly people to the AONB, The Wheely Good Communities scheme to promote cycling in and around the AONB and a Conservation Cookbook proposal, initatied by Dick Brown, with the support of the AONB Service/ This latter scheme was subsequently taken over by the Bittern Countryside Community Interest Company, for which grant support was reduced to £8,350 following a review of the application in February.
